Anna University Earns Crores through Paper Revaluation | 2 out of 5 papers Gets Grade : News Report

2 in 5 answer sheets make the grade on revaluation

Chennai: At least two out of every five engineering answer sheets that Anna University revaluates, after students submit applications, receive a passing mark. A student has to submit a separate application for each subject in which he or she has failed.
In response to a request under the Right to Information Act, Anna University said the number of applications for revaluation from engineering students has also been increasing since 2011. Educationists say the increase in applications for revaluation as well as the rise in the number that get a passing score point to the poor quality of assessment. The RTI request was filed by onlinerti.com, and a copy of it is with TOI.
The response revealed that 4.87 lakh of the 11.66 lakh papers that were revaluated by Anna University since 2011 got a passing mark on review. It also said the number of applications for revaluation from engineering students increased from 54,531 in May 2011 to 1.09 lakh in May 2015. In other words, about 40% of the answer papers submitted for review are found to make the grade.

Educationalist P B Prince Gajendra Babu says he’s seen several of instances of huge differences in marks after revaluation. “The university should come up with a mechanism to hold the original examiner accountable. They can also impose a fine on examiners who fail students without reason,” he said. “Students’ plans have often been thrown off track by the university’s poor evaluation standards.
Pass Records: In May 2015, for instance, 2.53 lakh of the 64.18 lakh students who took the engineering semester exams in colleges affiliated to Anna University failed. That semester, the university received 10.91 lakh applications for revaluation and 42% of them were passed.
Dr Mini Rao, a city-based psychologist said, “I got my research methodology paper revaluated when I was doing my masters and ended up with the second rank in the university.” She said several students suffer mental agony after failing but do not go for revaluation because it is time-consuming.
Students Federation of India (SFI) state president P Uchi Makali said poor students are affected as many cannot afford to pay for revaluation.
A senior faculty member in Anna University admitted that they receive several complaints on revaluation. “About 60 lakh students in more than 600 engineering colleges affiliated to the Anna University appear for each semester exam. But still, the error percentage is low. We don’t have a provision to fine erring examiners but we will conduct inquiries if there is a mass failure of a paper checked by a particular examiner,” said an official.

Re-evaluation of papers earns Anna University Rs 75 cr in 5 years

In response to an RTI application filed by online RTI.com, Anna University said it has collected Rs 28.82 crore for providing photocopies of answer sheets and Rs 46.65 crore for revaluation since 2011.
The reply said the amount collected for providing a photocopy of answer sheets has increased from Rs 68.04 lakh in 2011 (April/May) to Rs 7.59 crore in 2015 (April/May). Similarly, the fees collected for revaluation has increased from Rs 2.18 crore in 2011 (April/May) to Rs 4.36 crore in 2015 (April/May).
“I have to pay Rs 300 per subject now to get the photocopy of answer sheet. I would get it for Rs 84 (42 pages) under the RTI Act,” says a third year engineering student. He says the average student accumulates fails in about five subjects and has to go for revaluation.
Senior faculty of Anna University denied allegations that the university is making money out of revaluation fees. “We will not refund money to applicants even he/she passes after revaluation as we have to pay the examiners. We do not get additional funds from the government and do not collect hefty fees like private colleges.”
He said they cannot provide copy of answer sheets under the RTI Act. “We cannot give more than a week for the students to apply for revaluation after the exams and it will affect job opportunities and higher studies. We also don’t have enough storage space to keep answer sheets for long.
